Ocean Beach vs Percival Rd
Its a question of process.Hastings District Council have spent vast sums of money and time with the Ocean Beach charette and merry go round consultation with ratepayers.They have allowed all and sundry to comment and even their own staff to come up with a proposed plan before the predictable plan change using the First Schedule of the Resource Management Act.
Contrast this with the approach to Percival Road.No official consultation .Only consultation with users who will of course be supportive and don’t have to consider normal process .Discussions with parties unknown to ratepayers and announcements made that speak of the project as a done deal. Just where does this leave the hapless ratepayer.?
